What skills and qualities will these volunteers need?
How will you recruit them? Where will you advertise? Who will interview them?
How will you protect service users, e.g. taking references, CRB checks, supervision etc.?
How will you protect and support your volunteers, e.g. health and safety, supervision, insurance, etc.
Will your volunteers know what to do? Who will provide task descriptions, inductions, training, etc.
Do you have policies for volunteering? Are volunteers included in your existing policies?
How will you ensure volunteering is open to all, e.g. equal opportunities, paying out of pocket expenses, training, recruitment etc.
